- Create a logic diagram
- Select background and choose "Show Properties View"

Result:
- Only Appearance and Advanced Tabs are displayed.  No "General" tab with 
title and description.

There is no concept of a "general" tab in GMF.  This could be considered in an 
enhancement at a later date.
