Since Axis 1.3 had been released on Oct 5, 2005, we should update the Axis JARs 
in the org.apache.axis plugin from 1.2.1 to 1.3. 

We should do some testing with the Axis 1.3 JARs in parallel of getting legal 
approval.

I tested upgrading the Axis JARs in org.apache.axis from Axis 1.2.1 to Axis 1.3 JARs.  I tried bottom-up, top-down scenarios using WTP 1.0 on Tomcat 5.0 and Tomcat 5.5 servers and they all worked fine.  There's no need to update the Web services plugin codes (since the names of the JARs are the same for Axis 1.2.1 and Axis 1.3).  However, the problem with javax.activation.DataSource is still there in Axis 1.3.

For those interested in updating the Axis JARs from Axis 1.2.1 to Axis 1.3 themselves, they can just replace the JARs in the plugins/org.apache.axis_1.2.1/lib directory with the new JARs from Axis 1.3 and restart eclipse with "-clean".

I will need PMC approval prior to submitting a Contribution Questionnaire [1]. Do you approve of us upgrading Apache Axis 1.2.1 to Apache Axis 1.3 in WTP 1.5?

A user had reported a compile problem with generated code using Axis 1.2.1 and is solved in Axis 1.3.  See bug 125915 comment #14 for more info.

Last I heard from the Eclipse legal team it could be about three weeks before approval is granted to upgrade to Apache Axis 1.3. Changing target to M6.

Upgraded the Axis JARs, about.html, mainfest.MF, plugin.properties and release-notes.html to Axis 1.3.  Changes checked into HEAD stream.  It will be released later on this week to WTP 1.5.
