Due to some plugin.xml errors, "Web Content Setting" pages for
IProject, html/jsp files aren't displayed.

This has been fixed and released in this week's IBuild.  Please see:

(Note: I fixed it a different way than the proposed patch, but thank you for providing one which pointed me in the right direction)
