In Debug Perspective, if you just click on the "Debug" button, a "Select 
Launcher" wizard will come up.  This wizard shows a list of available launchers 
for user to choose from.  "Start C/C++ Application" is not in this list.

This bug is for both R1 and R2.

I will do this in 2 stages: R1 first (done) and R2 later,
since R2 will take a little longer, due to Eclipse changes in the launchers 
area.  (Move to launch configurations).

Verified with march 20 driver.
Fix is ok for R1.
Moved this bug for R2.
Changed proirity to P2 since it has to be fixed for R2 release.

The new launch configurations implementation for R2 doesn't have this problem.
