The Eclipse platform (and RCP) has the necessary infrastructure that allows 
developers to create applications that are compliant with accessibility 
standards such as Section 508 of the U.S. Rehabilitation Act and the W3C WAI.

However, because Eclipse is such a flexible environment, it is also possible 
for developers to create applications based on Eclipse that are not compliant, 
or are not compliant in a consistent way with other Eclipse projects.

To help all projects meet accessibility needs in a consistent way, this 
enhancement request is to provide a documented set of guidelines for 
developers to ensure their apps are accessible. These should be targeted at 
the Eclipse Foundation development community rather than being general purpose 
for all types of development, and therefore harder to interpret.

If projects have these guidelines and follow them, it will be easier for other 
projects and vendors to consume Eclipse technology and meet the many 
accessibility regulations that are increasingly important today.
