Adding and removing help Jars or non resource files via IDE triggers a full build. 

This is extremely frustrating.

I have seen in other situations Eclipse will confirm with user if a full rebuild
is "required/should be done now".

Please change this so that Eclipse confirms with user consistently in all
situations.

I am not sure this should be a bug or enhancement. But when we are building and
testing help jars with the app this becomes critically frustrating.

Please help.

There is not enough information in this bug report to reproduce the problem.
1. What is a help Jar ?
2. Is it on the build path of a Java project ?
3. What project is rebuilt ?
