Following of bug 105778, the compiler option for externalized string should be
rephrased from:

Usage of non-externalized string :

to:

Report missing/unnecessary nls tags:

or:

Report usage of nls tags:

Users wouldn't know what 'nls' means.
Maybe:
Report missing/unnecessary tags for non-externalized strings

Or we revive the 'non-externalized' section:
The problem with that is that a section of one is not popular.

   Missing or unnecessary NLS tags   Ignore/Warning/Error
