Build 20020228

The code formatter should have an option to avoid indenting members of the 
outermost class (you would still want to indent members of nested classes).
This was raised as a feature request at the TC, and it's one I'd also like to 
see.  (I couldn't find an existing PR for it.)

I agree that this would be useful when team is mostly using the single element 
mode. Moving to Java Core for consideration.
