Specifically, I need to be able to:
a) Assign different DPU for horizontal and vertical rulers. My diagram uses
dialog units which scale differently horizontally and vertically.
b) Provide feedback to user when a guide is dragged to an invalid part of the
diagram. (this would mean setting a custom DragGuidePolicy on the guide editpart).

Plus, I have not seen any good reason why the Ruler API should be private.
