We would like a consistent set of preferences for default java codegen including
package names.  These preferences can be captured at different scopes.

Preferences at the 
1) Global
2) Component
3) Codepage, or others scopes.....

At each level we could specify a substitution variables  - For instance, the
codepage preference could look like:  <$Global>.<$Component>.mycodepage
