The progress view has a preference dialog reachable from the view menu.  This
dialog only contains one preference.  It would be more consistent with other
views for this preference to be controlled via a check box menu item in the view
menu.

It was there as a proof of concept for view preferences. More will be coming
when I get a chance to work on it again.

This was introduced in 3.0, and it seems unlikely that more preferences will be
added to this view in 3.1.  I would recommend switching to a menu-controlled
preference for 3.1, to fall more inline with current best practices outlined in
the Eclipse User Interface Guidelines
("http://www.eclipse.org/articles/Article-UI-Guidelines/Contents.html") and
highlighted in Bug 98234 comment #3.

We are the user interface team, and people look to us for examples.

And this our example of a view based preference. No one else used one and we
didn't have another candidate so we chose this one to ship.

I agree with comment 2. As a user, I am not interested in a proof of concept for view preferences.
