If a Java comment makes a reference to a Java element, when the user has the
cursor positioned over that element and either hits the hotkey or selects the
menu item for "Navigate->Open Declaration", it should be smart enough to find
that declaration as if it had been written in actual source.  Additionally,
other searches should work such as "Search->References->Project", etc.
