Project team, please:

* Submit the IP Log;
* Ensure that the specification committee ballot has been initiated; and
* Request PMC approval of the release and review materials.

The repository [1] needs a CONTRIBUTING file (or, at least, the ECA content should be added to the README).

There's template content in the documentation generator [2]

Upon receipt of confirmation from the steering committee that the ballot for this specification has concluded successfully, the EMO will immediately consider this review complete and successful. 

Following that, you may deliver the Final Specification to the community without further delay (i.e., don't wait for a formal declaration of success from the EMO).

I will circle back with a formal declaration of success as soon thereafter as possible.
