EarlyStartupRunnable contains some logic for the org.eclipse.core.runtime.compatibility* bundles, which are planned to be removed via 394739.

I've reverted that change to fix bug 456909, and also log a warning when the 'class' attribute is not there.

For 4.5 we must add an entry to the removals document, announcing that we'll remove the support during 4.6.

The removal of the support in 4.6 is handled via Bug 473946.
