We would like better support to determine what drop operations can be performed 
or what the default drop operation should be on the drag source side. For 
instance we may want to allow DROP_MOVE but not DROP_TARGET_MOVE. Or we would 
like a drag operation to default to copy.

Visual Studio does something to influence the drop operation choosen by Windows 
Explorer when dragging files out of Visual Studio.
