The external tool project builder support should be migrated to the launch
configuration framework.

Added new launch configuration types for external tool builders, changed the
UI support to configure launch configurations, and migrated old builders to
launch configurations.

Unless a configuration is actually edited, the migration to launch configs
will only occur in memory at runtime. The builders will continue to be stored
in the old format if they're not edited to allow users to maintain workspaces
that have to work with older versions of Eclipse.
