We need to manage p2 metadata and artifacts across the entire build life-cycle.

- Fetching using p2 (bug 249398) should result in the associated metadata available for the remainder of the build.

- Any source "IU fragments" need to be used when generating metadata

- metadata must all be generated prior to packaging in order to enable using p2 operations for the final packaging.

Changing Version tag to something more believable. Note that this is not a statement about when the enhancement request will be addressed (the Target Milestone field is used for that); the Version tag should be set to the version of Eclipse you were using when you saw the need for the enhancement.

Currently we are not actively enhancing PDE build anymore. Therefore, I close this bug as WONTFIX.
