Some customers often build workspaces that contain projects involved in a cycle 
or that have incomplete classpath. These problems are currently reported as 
errors. This doesn't reflect the way customer see their setup.

The following should be implemented:
1. Two new preferences are added:
	Incomplete class path = ERROR | WARNING
	Circular class path = ERROR | WARNING
   Default value of the both preferences is ERROR.
2. If there are build path errors (incomplete classpath or project 
   involved in a cycle), the build is aborted if the Invalid 
   class path preference is set.

Implemented above changes in the 2.1 stream and the 2.0.x maintenance stream.
