German umlauts (such as הצ�ִײ��) do not appear in the editor window
and do not make their way into the files. This bug occurs for text files and
java files. In other dialog boxes umlauts are no problem. 

The problems exists for both Java version, Sun 1.4.0_01 and IBM 1.3.0

I'm using:

- Eclipse 2.0 Build id: 200206271827
- Linux 2.4.17
- Sun Java 1.4.0_01
- IBM J2RE 1.3.0 IBM build cx130-20001025
- gtk 2.0.3

Verified fixed in build 20020820.

Reopening pending 2.0.1 SWT integration.

This is in 2.1 - there are no plans to introduce this fix in 2.0.1 due to the 
amount of changes it required.
