We would need support from the LineNumberRulerColumn to do this properly (or we would need to write our own). I think this would be too ambitious for 3.3. Created attachment 136279 [details]

Screenshot showing another issue that could be fixed on this bug. There is a line that always gets drawn over change block borders. I'm not sure if it is a part of line number ruler or not.
