For what it's worth, I greatly prefer the Packages view's working set usability 
over the navigator view.  In the packages view, you can switch or turn off 
working sets with a single menu click.  Their select working set dialog is also 
more intuitive.

In the navigator view, any changes to working sets require you to open a new 
dialog.  Switching working sets requires four clicks, and clearing working 
sets requires three.  To edit a working set, you have to click the "Other" 
button from the first dialog, which isn't intuitive.  When you get to the dialog 
where you can change your working set, you are now three dialogs deep.  There's 
lots of room in the navigator's action bar menu to provide the same easy 
usability as the packages view.  I'd even add an extra menu item to edit the 
current working set, which I find to be the most common action.

Finally, the fact that the packages view and navigator have different UI for the 
same functionality adds extra confusion.

Should adopt JDT style of selecting working sets.
