1. Create a Logic Diagram.
2. On the Rulers & Grid Properties tab, select Show Ruler & Show Grid.
3. Change the Ruler Units to centimeters.  Note how the ruler appears on the diagram.
4. Close the diagram.
5. Open the diagram.
RESULT: The ruler appears on the diagram in inches although the properties tab lists the Ruler Units as centimeters.

Fixed the problem with fix to Bugzilla 123283 [patch included](https://bugs.eclipse.org/bugs/show_bug.cgi?id=123283).
