[wtp-dev] Ramping up 2.0.1 and 3.0

This may not have been clear and with
all the holidays in US and Canada, it probably bears repeating anyways.

WTP 2.0.1 and WTP 3.0 are open for contributions.
 The builds are up and running for each, the Europa level plug-ins
have been versioned, and the releng plug-ins branched.  There is no
PMC approval requirements currently required for 2.0.1 or 3.0.  However,
as with any maintenance release, component lead approval should be garnered
for 2.0.1 fixes.  Just be sure to have a branching strategy in place
for the R2_0_maintenance stream for 2.0.1 before making any changes to
head for WTP 3.0.

during next week's status meeting.
