I wonder if you are getting CM_UPDATED with a null or empty dictionary the first time and then the expected new dictionary the second time?
But wait, rather than us keep guessing, please could you simply tell us what events are coming through and what their contents are. ;-)

We are using the ConfigurationListener to track configuration changes. We put the .properties file into the pickup directory, then we get the update. Then if we update the configuration we get the configurationEvent(ConfigurationEvent event) called two times. Are we missing something, or might this be a bug?
