Ah, thanks. I was able to switch everything over to using "eclipse-repository" and get all the artifacts I need.

I see that this is only an issue with "eclipse-application" packaging but not "eclipse-repository" packaging. It certainly seems like "eclipse-application" should properly export the launcher arguments.

I also ran into this issue of the "eclipse-application" packaging not producing the launcher VM & program arguments.
