[tools-pmc] Request for approval of Linux Tools 4.2.0 release

Hello,

This is a request for approval of our Linux Tools 4.2.0 release planned for Dec 11th.  It is a minor release
that adds functionality to Docker Tooling such as Docker Machine support and Run Image Launch configuration as
well as new plug-ins to add Vagrant support.
