I've initiated the discussion.

I believe that Asciidoc does, in general, qualify as a build and test
dependency.

However, there are some files that are required (e.g. asciidoc.js and
asciidoc.css) when distributing documents generated for HTML (at least using
the standard configuration). These files are, AFAICT, GPL. 

Are you doing HTML generation? If yes, will these files be included in the
distribution?
