[smarthome-dev] Commit rights for Thomas Letsch have been expired

Kai Kreuzer has expired the commit rights for Thomas Letsch (tletsch).  The
reason for this change is:

Thomas decided not to contribute the EnOcean library to the project and
therefore has no major code part that would legitimate a committer status.
