I'm with Mike, but that's just my $0.02 as a scientist that uses the hell out of Texlipse. ;)

In my humble opinion, the sense of community support is far higher in Science than Technology. (Yes, you folks rock!) Given that there is a natural affinity betwee TeXlipse and Science, Science feels to me to be the more natural home.
