According to the charter, participating members and steering committee members are eligible to vote. Although it’s not stated, I think one vote per organization would probably be appropriate.

I would suggest an email to the members list, followed by a suitable period to allow votes to be collected. Committer elections allow 10 days, so you could use this as a time period.
