[science-iwg] ECF 3.12 released

ECF 3.12.0 has just been released [1]. ECF provides a 
spec-compliant-and-ct-tested implementation of two OSGi specifications:  
Remote Services and Remote Service Admin.

Highlights

[1] Enhanced Eclipse-based tooling for testing and debugging ECF Remote 
Services
[2] New and simplified Distribution Provider API, and providers based 
upon  MQTT (paho), JAX-RS (Jersey, CXF), and Hazelcast
[3] Documentation on existing distribution providers along with new 
tutorials [4]
