[rt-pmc] RAP 3.10 release review request

Dear RT PMC members,

here is our yearly request for PMC approval including a +1 from the RT PMC for our RAP 3.10 release:

The IP Log has been approved [1] yesterday, the release progress is tracked in bug [2].
This RAP 3.10 release is a small update that includes a few bug fixes, some enhancements, and everything required to stay compatible with the Eclipse Simultaneous Release and our upstream dependencies.
