[recommenders-dev] Commit rights for Tong Wu have been expired

Marcel Bruch has expired the commit rights for Tong Wu (towu).  The reason
for this change is:

As part of the announced committer list cleanup, I revoke the committer
rights of Tong Wu how initially planned to contribute a intelligent
argument completion engine to code recommenders.
