Right, it feels like eclipse knows to look locally prior to looking remotely, since /usr/include is the only path that exists on the client side as well as the remote side.

In the Project Properties dialogue box, I selected "Remote Paths and Symbols".  There is an "Export Settings" button near the bottom of the window.
