Option 1, we should promote it to our users and the user can easily adjust the setting

1. Open the tip dialog on startup, user can control subsequent behavior

2. Do not open dialog. Show icon in bottom trim if there are new tips

3. Do not show anything at all. Tips only show on request from help menu
