[platform-ui-dev] Improve preferences handling in UI

Hi all,

It's recurring that users of other tools find it hard to navigate Eclipse IDE preferences. Indeed, those are only accessible through the preference dialog, which puts the grain of research on the level of a page, while users are more looking for a preference than for a page. The current keywords mechanism allows to do some level of search but the grain is the one of a preference page, which doesn't necessarily matches user expectations and which isn't a universal solution.

I've opened 3 bugs on this story:
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=532002
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=532004
* https://bugs.eclipse.org/bugs/show_bug.cgi?id=532005
Please comment on those bugs whether the proposal seem good to you or not.

It'd be nice to make it a "theme" for a future release (post Photon most likely) to better cover the reusability, discoverability and navigation of preferences. Is there already a wiki page where we can list some proposals for themes for future release?

Cheers,
