[platform-ui-dev] Project settings for errors considered during Gerrit validation

Friends of Platform UI,
For eclipse.platform.ui I activated the consideration of the project
settings during Gerrit validation.
This should filter out "silly" errors and allow other to use different
tools, like IntelliJ ;-) to contribute to Eclipse and still getting
the correct validation.
A big thanks to Thomas Wolf from the EGit team who shared a tip with
me, how to do this without seeing 15k additional warnings. See

If we do not discover issues with this change, I plan to apply this
also for our other platform UI repos.
