[pdt-dev] Commit rights for Seva Lapsha have been expired

Roy Ganor has expired the commit rights for Seva Lapsha (slapsha).  The
reason for this change is:

Seva Lapsha had taken on other job and had not been active on the PDT
project for some time.  

I'm adding Seva to 'emeritus' list since even though he hasn't been an
active committer for a very long time, that doesn't lessen his
contributions to PDT, which were substantial, in many areas, and for many
years.

nominated Seva Lapsha for Committer Emeritus status.
