The Eclipse policy are very clear: you may not have an official release (such as 0.7) if there are IP issues pending. So, yes, there is significant in a name - significance that the Eclipse Board of Directors has been very clear about.

To be very clear: the EMO will not allow the PDT project to have any releases named 0.7 or 1.0 or etc before the IP issues are cleared up.
