If you're looking for a Maven integration, you can find some pieces of work to create a Mojo at https://bugs.eclipse.org/bugs/show_bug.cgi?id=399276 .
Platform build uses the ant task, with an intermediary ant file and eclipserun-plugin to general API description with Tycho, which is a bit overkill since API Tools can work in plain Java (out of OSGi).
