[paho-dev] mqtt-spy To Become Part of Paho!

It's with great pleasure that I would like to announce that Kamil 
Baczkowicz's utility for MQTT topic monitoring, mqtt-spy 
(http://kamilfb.github.io/mqtt-spy/) is going to become part of the Paho 
family of libraries and tools.

I would like to thank Kamil for being so patient while the legal process 
for contribution was completed, over the last year, and look forward to 
working with him further.

As we're in the process of moving to Github, the new repository and 
other facilities will be created there.  mqtt-spy is already hosted on 
Github, so the move to Paho should have less impact than it would have 
previously.
