+1 for the a protocol test suite !
From my point of view, it covers 2 aspects:
- some expert people on the MQTT spec, being able to write the acceptance tests (aka Scrum ProductOwner); a good start could be to check the existing Mosquitto test suite.
- some (other ?) people for the technical implementation of these protocol tests (Scrum Dev team)
I can give some help for the second part :-)

One of the things I've mentioned there is the need for better testing for protocol compliance; and also the (possibly overdue?) clarification and republication of the v3.1 spec. I think the first is potentially a Paho task, and the second is (currently) an IBM one, since they host the spec document on developerWorks.
