[p2-dev] publisher tests

Anyone objection to renaming org.eclipse.equinox.p2.publisher.tests to org.eclipse.equinox.p2.tests.publisher? That way the bundle name would match the package name and the Eclipse naming conventions that we follow elsewhere in p2 (for example p2.tests.optimizers). It also results in the test projects all being grouped together which makes them a little easier to find.
