Yes, people who can't rely on all of their software having appropriate log_dest type options to configure, who can't rely on things daemonizing properly, or rotating logs properly, or any of that, and who just make _everything_ log to stderr, and have upstart handle the rest.  

The rest of your points (snipped) all seemed valid, just wanted
to indicate why people would do this
