Bugzilla has a mechanism to watch "users". Each project has a default <project>-inbox@xxxxxxxxxxx user to watch in order to receive notifications.
See https://bugs.eclipse.org/bugs/userprefs.cgi?tab=email and add lsp4e-inbox@xxxxxxxxxxx as a watched user.
