[iot-pmc] Mosquitto repositories

Dear PMC,

I've put in a request [1] to have the mosquitto repositories moved to
github as well as moving from bugzilla to github issues. I haven't
found definitive documentation on what the requirements are with
regards to the PMC, so am sending this email as a way of making sure
that nothing gets missed.
