[iot-pmc] Moving code from one project to another

Hello PMC,

we have a partially complete MQTT Lua client in Paho.  I'd like to move 
the code to the newly created Paho incubator sub-project until it is 
completed.  Can I do this without further approvals, or should I treat 
it like a new contribution to the sub-project?
