[iot-pmc] Maven Plugin as build-only dependency in Eclipse SmartHome

Dear PMC colleagues,

I’d like to ask for your approval to use the https://code.google.com/p/maven-external-dependency-plugin/ as a build-only dependency within Eclipse SmartHome (i.e. a workswith dependency).

This is pretty convenient, if you need to include externally hosted files that are not available in any kind of repository (but e.g. only as a „release“ download on Github).
