[iot-pmc] Discussion about CQ9384 
"iot.wakaama" would like to use tinyDTLS 0.8.2 as an external dependency [1]

The project (tinyDTLS) will eventually become an Eclipse project, but
they need it right now.

The library will not be distributed by the project. It is the
responsibility of the user to install this library. The library is optional.

+1 from me for a works-with dependency
