[iot-pmc] Dependency discussion for CQ8790 of iot.mosquitto -- c-ares

Hi,

we need to make a decision about CQ8790 [1].

The project (iot.mosquitto) wants to use "c-ares Version: 1.10.0" as
an optional component. It will not be distributed and must be manually
enabled at compile time if the feature should be activated.
